A float glass plant of international standard to be built in Ukraine

On February 10, 2025, the Ukrainian investment company EFI Group, together with representatives from Ukraine’s Ministry of Economy and the government office for investment attraction UkraineInvest, announced the start of the country’s first high-tech float glass plant project. During the presentation, NovaSklo and UkraineInvest signed a memorandum of cooperation.

The partnership with UkraineInvest includes government-provided legal, advisory, and analytical support for securing tax and customs incentives, as well as state reimbursement for part of the cost of the plant’s engineering and transport infrastructure and network connections. Deputy Minister of Economy of Ukraine Andriy Teliupa emphasized that state support for large investment projects (€12 million and above) allows for reimbursement of up to 30% of total capital investment through various incentives.

The planned investment in the project is €240 million.

The plant will be located in the Kyiv region, with construction scheduled to begin in 2026. The first production line, supplied by the German company HORN Glass Industries, is expected to start operating by 2028 with a planned annual capacity of up to 25 million square meters of glass. The project will create 300 jobs.

The company has already secured a license to extract 30 million tons of quartz sand. Given the anticipated rise in demand driven by the country’s reconstruction efforts, the company has also planned for the potential construction of a second production line.

“We have assembled an international team of experts with direct experience in launching float glass plants. This team has been working with us for a year and is an integral part of the project. Importantly, we have secured a commitment that the equipment manufacturer’s specialists will remain on-site for 18 months after the plant’s launch to ensure high product quality, guaranteeing a successful startup, fine-tuning, and personnel training,” said Ihor Liski, founder of EFI Group and the lead investor in NovaSklo.

“From the first year of operation, the plant will produce high-transparency float glass (mid and low iron extra clear glass), as well as coated glass, including solar control (to reduce heat gain) and low-emission glass (to retain heat indoors). Additionally, we plan to manufacture multifunctional glass, mirror sheets, laminated safety glass for construction, and large-format glass panels (Jumbo XXL, up to 12 meters),” said Olga Batova, CEO of EFI Group.

During the presentation, EFI Group also announced a tender for the plant’s general designer.
