Ukrainian windows and doors continue to be exported to the EU duty-free

On 5 June 2025, the temporary customs-free regime with the EU, introduced by Regulation (EU) 2024/1392 of the European Parliament and of the Council, came to an end. As of 6 June, trade with the European has reverted to the standard conditions set out in the Association Agreement. This was reported by OKNA.ua, referring to official EU documents.

However, Ukrainian manufacturers of windows and doors may continue to export their products without paying import duties if they can confirm Ukrainian origin.

Tariff situation:

Plastic doors and windows (code 392520) – duty-free with a certificate of origin, or 6.5% without it. In 2024, Germany was the largest export market, totalling USD 10.6 million.

Aluminium windows and doors (761010) – 0% with a certificate, 6% without. In 2024, exports to Germany reached USD 995,000.

Wooden windows made from coniferous species (441819) – 0% with a certificate, otherwise 3%. The largest exports were to Germany, totalling USD 483,000.

Wooden doors from coniferous species (441829) – fully exempt from duty. In 2024, most were exported to Romania – USD 4,750.

Steel windows and doors (730830) – also duty-free. Exports to Romania totalled USD 4,200.

To avoid paying duties, exporters must provide a certificate of origin. It can be obtained from the Ukrainian Chamber of Commerce and Industry in the EUR.1 format. For small consignments worth up to EUR 6,000, an appropriate statement on the invoice is sufficient.

For reference, Ukraine and the United Kingdom have extended the suspension of import duties until 31 March 2029.
