Ministry of Development calls on manufacturers to adapt more actively to the new rules for placing construction products on the market

The Ministry for Communities and Territories Development of Ukraine held a round table with construction product manufacturers dedicated to the implementation of the Law of Ukraine “On the provision of construction products on the market” and the transition to the European regulatory model. Participants discussed how the sector should prepare for the full introduction of the requirements of Regulation (EU) No 305/2011, which will become mandatory from 1 January 2026.

Deputy Minister Nataliia Kozlovska stressed that Ukraine is moving to unified rules applied in the EU and called on manufacturers to adapt more actively.

The law obliges manufacturers to control product quality and declare its performance. Such a declaration confirms compliance with EU requirements and opens access to international markets. The declaration process in Ukraine already works in a digital format. Currently, the country has 22 testing laboratories and 8 certification bodies, although some laboratories need equipment upgrades for more complex tests.
Regarding the window industry, only two laboratories in Ukraine have equipment for testing transparent structures for essential performance characteristics according to EN 1026, EN 1027, EN 12211 and EN 10077-1/2.

The Director of the Association “Ukrainian Manufacturers of Transparent Structures” (УВСК) took part in the round table and pointed out that the recognition of European protocols could significantly simplify declaration for Ukrainian manufacturers. This issue is connected with the adoption of draft law No 12426, which is being prepared for the second reading.

Another topic was the alignment of energy efficiency indicators. In Europe, the thermal transmittance coefficient Uw is used, which Ukrainian manufacturers will be required to declare from 2026. Ukrainian regulations still mainly rely on the thermal resistance indicator R, although the two values are inversely related. The UMTS representative stressed that harmonising terminology and approaches is important for the competitiveness of Ukrainian products.

Participants also touched on the implementation of the new Regulation (EU) 2024/3110, which emphasises resource efficiency, reuse and recycling of materials, as well as the use of digital tools and BIM technologies. In Ukraine, these standards will be introduced gradually.
