Manufacturers of PVC-U windows and doors still have no body to certify their products

Producers of PVC-U windows and doors currently have no conformity assessment body authorised to officially declare construction products.
According to the Law “On the provision of construction products on the market”, manufacturers are required to declare the essential characteristics of their units, such as air permeability, water tightness, resistance to wind load, heat transfer coefficient and others. To do this, they must apply to a designated conformity assessment body (CAB), which performs independent testing. Without such test reports or certificates, the manufacturer is not allowed to officially place products on the market.

At present, the list of designated bodies authorised to certify windows and doors includes only SE “All-Ukrainian State Scientific and Production Centre for Standardisation, Metrology, Certification and Consumer Rights Protection”. However, it mainly covers metal products. Among the listed items are: impact-resistant metal entrance door sets for apartments; balcony windows and doors, shopfronts and façades made of aluminium alloys; steel windows; aluminium alloy doors.

The modern testing centre BM-TEST previously stated that it was preparing documents to obtain the status of a conformity assessment body. The laboratory is already accredited by the National Accreditation Agency of Ukraine (NAAU), yet as of 17 November 2025, the company BM-Test LLC has still not been added to the state register of designated CABs.

Meanwhile, the Ukrainian Manufacturers of Transparent Structures (UMTS) emphasise that recognising European test reports would help simplify the declaration procedure for Ukrainian companies. This issue is being considered within draft law No. 12426, which is being prepared for its second reading in the Verkhovna Rada.
