“BM-Test” and NIISK receive authority to test windows and doors for official market entry

On 1 January 2026, the Law of Ukraine “On the Provision of Construction Products on the Market” entered into force. It requires manufacturers of windows and doors to officially declare the essential characteristics of their products. These include air permeability, watertightness, resistance to wind load, thermal transmittance and other performance indicators. Without independent testing carried out by a designated body, a manufacturer cannot officially place products on the market.

Until the end of 2025, Ukraine had no such body for manufacturers of uPVC windows and doors. In December 2025, Regional Testing Centre “BM-TEST” LLC was added to the register of conformity assessment bodies (CABs). The designation is valid until 18 December 2029. In March 2026, the State Research Institute of Building Constructions (NIISK) was also included in the register. Its designation remains valid until 3 April 2030.

In August 2025, BM-Test reported that it was preparing documents for inclusion in the register of designated CABs.

BM-TEST is authorised to test windows, external pedestrian doorsets and related building hardware in accordance with DSTU EN 14351-1:2020. The body determines the height and width of constructions, air permeability, resistance to wind load, watertightness, thermal transmittance, acoustic performance, resistance to impact loads, as well as the operability of opening functions.

NIISK has a somewhat narrower scope. The institute tests watertightness, resistance to wind load, thermal transmittance, emissivity characteristics, construction height, as well as resistance to snow and static loads.

Both bodies operate under Assessment and Verification System 3. This means they carry out independent type testing of products. At the same time, the manufacturer independently organises factory production control and draws up the declaration of performance. The body does not certify production and does not carry out continuous inspections at the manufacturing facility. This is a less burdensome third-party involvement model compared with Systems 1, 1+ or 2+.

The Ukrainian Manufacturers of Transparent Structures Association (UMTS) also emphasises that recognition of European test reports will simplify the declaration procedure for Ukrainian enterprises. This issue is being considered within the framework of Law No. 12426, adopted on 8 April 2026.
