The Ukrainian Manufacturers of Transparent Structures (UMTS) has signed a Memorandum of Cooperation with the Ministry for Communities and Territories Development of Ukraine. The document concerns the development of a transparent construction products market and the establishment of the State Price Database (SPD).
On 28 May, the Ministry for Communities and Territories Development held market consultations with manufacturers of construction products. The event was organised jointly with the Better Regulation Delivery Office (BRDO) and supported by the Team Europe initiative EU4Reconstruction.
The SPD will be a unified system for collecting and verifying prices for construction materials and products. It will primarily apply to projects financed with public funds or loans backed by state guarantees.
Natalia Kozlovska, Deputy Minister for Communities and Territories Development, explained how the system will operate:
“The database of prices for construction products will be compiled from several sources. At the same time, information provided directly by manufacturers, suppliers and distributors of construction products is an extremely important source of data, alongside data from Prozorro Market, the Tax Service and the Customs Service. We see manufacturers not only as data providers but also as full partners in this reform.”
UMTS notes that the correct classification of products within the Construction Products Codifier — a unified system of product names and characteristics — will directly affect how windows, doors and façades are included in cost estimates, procurement procedures and reconstruction projects.
The Association has already identified specific shortcomings in the current Codifier. These include the absence of glazed façade systems as a separate category, the absence of insulating glass units (IGUs) as an independent product category, the illogical division of window and door units by material type, and insufficient detail regarding hardware and installation materials.
The next stage of the reform will be the introduction of market price indicators, namely reference market values for construction products. UMTS intends to actively participate in improving the Codifier to ensure that industry products accurately reflect the actual technical complexity of modern systems.
UMTS has previously contributed to industry development in the field of education. Together with the Kyiv Professional College of Civil Engineering, the Association opened the first training and practical centre for the education of installers of transparent structures.
