Continuation of work on the construction price database

On 14 July 2026, representatives of the Ukrainian Manufacturers of Transparent Structures (UMTS), the Better Regulation Delivery Office (BRDO) and the All-Ukrainian of Building Materials Manufacturers took part in a consultation meeting with the Ministry for Communities and Territories Development of Ukraine. The event was titled “Construction product manufacturers as partners in the reform: the Construction Product Codifier, the Price Database and practical mechanisms for market participation”.

The participants discussed the progress of the State Database of Construction Product Prices (SDCPP). They reviewed the practical aspects of implementing the Construction Product Codifier and populating the price database.

The Ministry aims to ensure that the State Price Database reflects the actual market situation.

The meeting emphasised that the SDCPP is not a tool for government price regulation. Prices for construction products will continue to be determined by market forces. The database will not influence the price formation process.

The SDCPP is being created to collect information from various sources, develop market price indicators and provide a tool for analysing the cost of construction products. It will be used during the implementation of construction projects, including the preparation of investment cost estimates.

Earlier, the UMTS established a working group to address product codification in three areas: window and door units, shutters, gates and hardware; curtain walling, cladding and structural glazing; and construction glass and glass products.

At present, the structure of these categories does not fully reflect the actual product range and is not aligned with European standards. This may affect the accuracy of construction product cost calculations in project estimates.
