On 8 September 2026, Law No. 4778-IX↗️(ua) “On Amendments to Certain Legislative Acts of Ukraine Regarding the Prevention of Emergencies and Elimination of Their Consequences, the Formation of the Fund of Civil Protection Protective Structures, and the Establishment of Safety Classes and Centres” entered into force in Ukraine. The law strengthens civil protection requirements in construction and introduces new rules for protective structures.
Developers will not be able to commission new apartment buildings, educational institutions, hospitals and certain public facilities unless shelters are provided. Designers are required to incorporate civil protection protective structures and dual-purpose structures into urban planning documentation at all levels, from master plans to detailed territorial plans. New shelters must provide access for people with reduced mobility.
The law also requires primary mobile shelters to be installed in places where large numbers of people gather. These include public transport stops, parks and industrial facilities.
Separate requirements apply to modular radiation shelters. Designers may design them to accommodate 50 people. Such shelters must be constructed to allow people to remain inside for at least 48 hours.
Local authorities determine communities’ need for protective structures. The entities responsible for maintaining these facilities keep records of them. The law also provides for the digitalisation of records relating to emergency rescue and fire and rescue units.
Communities are establishing integrated safety centres. Schools are opening dedicated classes to teach children about civil protection and mine safety.
This law is organisational in nature and does not contain specific technical parameters. The protective properties of protected spaces are determined by building regulations governing the design of the relevant type of building.
