The State Enterprise “State Research Institute of Building Constructions» of Ukraine (NDIBC or NIISK) is changing its organisational and legal form. This was reported on the institute’s official website. The state enterprise is being transformed into the LLC “State Research Institute of Building Constructions” with 100% state ownership. The basis for the reorganisation is Law of Ukraine No. 4136-IX dated 3 January 2025 and Resolution of the Cabinet of Ministers of Ukraine No. 1104 dated 8 September 2025.
The institute is not being closed and will continue operating. The reorganisation changes only the management structure: from a traditional state enterprise to a corporate model closer to European practice.
An LLC represents a different management logic, even if the state remains the sole owner. This means more independent decision-making, more flexible financing and a stronger market orientation in service provision.
Following the reorganisation, NDIBC will effectively become a participant in the conformity assessment services market (verification of whether products comply with regulations). Previously, the institute operated as a traditional state body. It will now compete with private and European laboratories.
Possible consequences include a revision of funding priorities and a focus on commercially viable areas.
One of the strategic drivers behind the reform is the acceleration of European integration in technical regulation. The European model предусматривает separation of the state from operational activities, market-based certification and the independence of conformity assessment bodies.
In 2025, the institute was already moving in this direction. The Confederation of Builders of Ukraine reported that NDIBC specialists had developed a concept for adapting domestic manufacturers to European quality requirements. This enabled Ukrainian construction products to comply with EU standards and participate in reconstruction projects financed by international donors, including the European Investment Bank and the World Bank.
Also in 2025, the institute acted as the lead developer of updated State Building Codes concerning façade insulation systems. Thanks to these standards, new housing for internally displaced persons and social infrastructure facilities are becoming 40–50% more energy efficient. At the same time, the team carried out hundreds of technical inspections of damaged structures for their reconstruction.
