Fund for Energy Efficiency and Odesa join forces to prepare for the next heating season

The Fund for Energy Efficiency, together with the leadership of Odesa, held a meeting with heads of apartment co-owner associations (HOAs). The event took place on 13 May. Participants discussed preparations of the housing stock for the next heating season, as well as opportunities to receive state grants and local compensation.

Dmytro Syrykh, Technical Director of the Fund, presented three state support programmes. The first, Energodim, covers up to 60–70% of the cost of insulation works and engineering network modernisation. The second, VidnovyDIM, reimburses 100% of the costs of emergency restoration works in buildings damaged as a result of armed aggression. The third, GreenDIM, is intended for the installation of solar power plants, generators, batteries and heat pumps.

Andrii Rozov, Director of the Department for Economic Development of Odesa City Council, spoke about local co-financing. Under the Energodim programme, the city additionally reimburses 20% of costs. Under the GreenDIM programme, it compensates 30% of the cost of core equipment.

The compensation amounts are expected to increase in the near future. Compensation for the installation of heat pumps is set to rise to UAH 860,000. Compensation for the installation of solar power plants in buildings with an area exceeding 8,000 sq. m may increase to UAH 1.7 million. The maximum annual compensation amount for one apartment co-owner association may reach UAH 3 million.

Under the VidnovyDIM programme, the city plans to compensate apartment co-owner associations up to UAH 300,000 for pre-design and support works. The relevant decision is expected at the next meeting of the executive committee.

Overall, Odesa’s city budget for 2026 provides UAH 17 million for compensation under the Energodim and GreenDIM programmes. If necessary, this funding may be increased.

Oleksandr Filatov, First Deputy Mayor of Odesa, stressed the importance of active participation by apartment co-owner associations in the support programmes. Last year, only 17 associations used the city compensation mechanisms.

It is worth recalling that the Fund for Energy Efficiency has currently temporarily suspended the acceptance of applications under the Energodim, VidnovyDIM and GreenDIM programmes. This is related to the transition to a new financing model within the Ukraine Facility programme. The Fund is working to resume the programmes as soon as possible.
