The Ukrainian investment company EFI Group has announced that, during the Ukraine Recovery Conference (URC) 2025 in Rome, a cooperation agreement was signed under the NovaSklo project between the Ukrainian side and three leading European equipment manufacturers: Germany's Horn Glass Industries AG, Zippe Industrieanlagen GmbH, and Italy's Bottero S.p.A. The aim of the partnership is to create Ukraine's first world-class float glass production plant.
The plant is planned to be built by 2028 in the Kyiv region. It will have a production capacity of 24.8 million m² of glass per year, allowing for partial import substitution and strengthening Ukraine's export potential. The project involves over €240 million in investment, with a focus on the production of ultra-clear structural glass – an essential component for the window market, construction, and energy efficiency.
The NovaSklo project was previously reported in the news: “A float glass plant will be built in Ukraine within two years.”
NovaSklo coordinates all stages of the plant’s development and unites the expertise of international partners. Horn Glass, Bottero, and Zippe have already begun engineering work, including technical design, equipment configuration development, and specialised consultations.
“The reconstruction of Ukraine must be based on modern industry and partnerships that bring expertise and mutual growth. I am convinced that NovaSklo will become the foundation of sustainable development in the construction industry,” said Ihor Liski, founder of EFI Group and CEO of NovaSklo.
The production will rely on its own deposit of quartz sand – one of the highest quality in the country for float glass manufacturing. The land plot has already been registered, and an agreement has been signed with the general design contractor.
Olha Batova, CEO of EFI Group, noted that the team has already reached an agreement with one of the world’s top 3 float glass manufacturers, with official signing expected soon.
