The Energy Efficiency Fund announced changes to the Enerhodim and VidnovyDIM programmes. The Supervisory Board approved updated participation rules for homeowners’ associations (HOAs). The new versions of the programmes came into effect on 18 February 2026.
Under the Enerhodim programme, the conditions of Package B have been expanded. The maximum grant has increased to UAH 25 million. HOAs will be able to implement large-scale thermal modernisation projects.
Within Package B, it is now permitted to implement all measures from Package A. This will enable faster comprehensive modernisation of buildings. The timeframe for completing works under Package B has been extended to 12 months.
The Fund has added support for backup power supply for individual heating substations (IHS). HOAs will receive partial reimbursement of costs for the installation and connection of equipment based on a hybrid inverter. This provision also applies to those who have already received application approval but have not yet submitted documents for verification.
The amount of compensation for project manager services has increased. Under Package A it amounts to up to UAH 40,000. Under Package B — up to UAH 80,000. The maximum cost for the development and expert review of design documentation under Package B has been raised to UAH 150,000.
The Fund has updated the unit cost indicators for measures related to IHS. It has also allowed the use of leasing as an additional mechanism for financing energy efficiency measures.
From now on, participants must submit all applications and documents exclusively in electronic format. This reduces review times and decreases paper circulation.
Earlier, OKNA.ua reported that the Energy Efficiency Fund plans to expand the Enerhodim programme by introducing a “green” component.
Under the VidnovyDIM programme, measures related to backup power supply for IHS have also been included. This will help buildings operate during power outages.
All documents within VidnovyDIM are now submitted online only. The Fund has reduced the deadline for submitting the revised Application No. 1 to 45 calendar days. For Application No. 2, a deadline of up to 90 days from the date of notification of required revisions has been established.
The Fund has clarified the requirements for eligible measures and their maximum costs. It has also strengthened the verification of expenses and aligned the programme provisions with current legislation.
