The Supervisory Board of the Energy Efficiency Fund has approved amendments allowing homeowners' associations (HOAs) that joined the Energodim Programme before the start of the full-scale invasion to complete their ongoing comprehensive thermal modernisation projects. The Energy Efficiency Fund announced the decision.
HOAs that applied to participate in the Energodim Programme before 24 February 2022 and selected Package B can now complete their projects after insulating either the external walls or the roof. Completing just one of these measures is now sufficient. The remaining Package B measures are no longer mandatory for this category of participants.
The changes are intended to support HOAs whose projects were suspended or complicated by the full-scale war. They also create conditions for the successful completion of comprehensive energy modernisation projects in multi-apartment residential buildings.
The amendments enter into force on 23 July 2026.
