Energy Efficiency Fund to receive another €18 million to support the “Enerhodim” and “VidnovyDIM” programmes

The Energy Efficiency Fund will receive an additional €18 million to support the “Enerhodim” and “VidnovyDIM” programmes. This was reported by the Fund’s press centre following the 10th meeting of the Donor Coordination Council, which included representatives of the Government of Ukraine, the EU, Germany, IFC, GIZ, and other partners.

Despite the announced support, the “VidnovyDIM” programme has not yet officially resumed accepting new applications. A notice remains on the programme’s page about the temporary suspension since 3 March due to limited resources. The Fund stresses that this does not imply a cessation of operations: applications submitted before this date will be funded, and new applicants may join the waiting list for participation.

One of the key outcomes of the meeting was the approval of an updated grant policy for “VidnovyDIM”. The amount of grants has been increased and the list of supported measures expanded — including the installation of individual heating units, funding of technical supervision, and other technical support. These changes are expected to make the programme more accessible for condominium associations (OSBBs) wishing to restore damaged buildings.

Before the meeting, the EU Ambassador to Ukraine, Katarína Mathernová, announced at a press conference the allocation of an additional €18 million for the Fund. According to her, the funds will go towards investments and technical assistance.

During the discussion, participants also noted that the multi-donor trust fund is being restructured, and the Energy Efficiency Fund is preparing to undergo an EU Pillar Assessment. Successful completion of the procedure will allow the Fund to manage EU finances directly and respond more promptly to the needs of OSBBs.
