Ukraine completes implementation of EU Regulation 305 and prepares to introduce environmental requirements

During the meeting of the CBU Committee on Construction Products, held on 24 July 2025, participants discussed the completion of the implementation of EU Regulation 305 and preparations for the next stage — adapting national legislation to Regulation (EU) 2024/3110. The new EU rules introduce additional environmental requirements, in particular the reuse of materials and waste from construction and demolition.

Olena Voskobiinyk, Director of the Department for Technical Regulation in Construction at the Ministry for Communities, Territories and Infrastructure Development, stressed that from 1 January 2026, the Law “On placing construction products on the market” will enter into force in Ukraine. It stipulates that manufacturers of windows, doors, and other construction products must comply with the requirements of EU Regulation 305.

Ukrainian legislation already reproduces most of the provisions of EU Regulation 305. Three types of technical specifications are envisaged: national standards (DSTU EN), European Assessment Documents (EAD), and national Ukrainian documents for determining technical acceptability. Manufacturers are advised to start preparing declarations in the Unified State Electronic System in the field of construction (EDESSB).

The EDESSB has an electronic cabinet for construction product manufacturers, which allows them to prepare a declaration of performance for construction products.

For determining air permeability (EN 1026), watertightness (EN 1027), resistance to wind load (EN 12211), and thermal transmittance of transparent structures according to EN 10077-1, EN 10077-2, two laboratories in Ukraine have obtained the necessary equipment and software.

According to Ms Voskobiinyk, after the practical implementation of this regulation is completed, the country plans to update its legislation in line with Regulation (EU) 2024/3110, which supplements European standards with provisions on environmental aspects and the reuse of materials.
