The Energy Efficiency Fund announced updated participation conditions for the VidnovyDIM programme. The changes aim to enhance the quality of project preparation and ensure effective control over the use of funds during the restoration of damaged multi-apartment buildings.
From 3 November 2025, only homeowners associations (OSBBs) whose buildings sustained damage exceeding UAH 1 million will be eligible to apply. For such properties, expert examination of project documentation by state expert organisations is mandatory. This measure will help ensure proper quality of repair and restoration works and the validity of their costs.
OSBBs whose buildings sustained damage worth up to UAH 1 million before 2 November 2025 may still participate in the VidnovyDIM programme. This applies to cases where the damage occurred before the new conditions came into force on 3 November 2025. Participation is possible provided that the damage is confirmed by an extract from the Register of Damaged and Destroyed Property.
It should be noted that from 15 July 2025, the Fund resumed accepting applications from OSBBs and increased the maximum grant amount to UAH 10 million (previously UAH 8.8 million). At that time, requirements for technical reports, photo documentation, and independent technical supervision were also strengthened. From November 2025, the programme’s participation conditions have become stricter.
However, the programme allows repeated participation. If an OSBB’s building is damaged again or if additional works are required, the association may submit a new grant application under the VidnovyDIM programme.
