Lviv opens applications for additional financing for participants in the Energodim programme

Applications are now open for the ReFond+ Lviv programme, which will help homeowners' associations (HOAs) implement building energy retrofit projects more efficiently. The launch of the new financial instrument was announced by the Energy Efficiency Fund.

The programme combines the Revolving Fund of the Energy Efficient Cities of Ukraine Association with the state-backed Energodim programme. As a result, HOAs can receive interest-free repayable financial assistance before the Energy Efficiency Fund disburses its grant. This enables construction works to begin without waiting for the grant payment.

For comprehensive energy retrofits under Package B, the programme provides financing of up to UAH 10 million, covering no more than 50% of the total project cost. For the modernisation of engineering systems under Package A, HOAs can receive up to UAH 2 million, also limited to 50% of the project cost.

Once the works have been completed, verified and the Energodim grant has been received, the homeowners' association repays the funds to the revolving fund. The revolving fund then reallocates the repaid funds to finance subsequent projects.

According to the Energy Efficiency Fund, this mechanism helps attract financing at different stages of project implementation. It also reduces the financial burden on co-owners and enables building modernisation to start more quickly without relying on long-term bank lending.

Applications may be submitted by HOAs registered within the Lviv City Territorial Community that are already participating in the Energodim programme and comply with its eligibility requirements. Application forms and participation conditions have been published by Lviv City Council.

According to the Energy Efficiency Fund, 119 projects have already been completed under the Energodim programme in the Lviv region. The new financial mechanism is expected to support further energy retrofits of multi-apartment residential buildings across the region.

The ReFond+ Lviv programme is implemented by the Energy Efficient Cities of Ukraine Association with the support of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), commissioned by the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety, in cooperation with Lviv City Council.
