The Verkhovna Rada Committee is working on amendments to Law No. 850 "On the Making Available of Construction Products on the Market" to bring it into line with Regulation (EU) 2024/3110. This was announced by Olena Shuliak, Chair of the Verkhovna Rada Committee on the Organisation of State Power, Local Self-Government, Regional Development and Urban Planning, during the General Meeting of the Ukrainian Manufacturers of Transparent Structures (UMTS).
Since 1 January 2026, Law No. 850 has been the sole mandatory legal basis governing the construction products market, replacing the previous transitional period. It requires manufacturers of windows, doors and other construction products to comply with the requirements of Regulation (EU) No. 305/2011. However, at the end of 2024, the European adopted Regulation (EU) 2024/3110. It replaces Regulation (EU) No. 305/2011 and introduces a digital regulatory framework focused on sustainability.
According to Olena Shuliak, Ukraine will implement the new Regulation in two stages. In the short term, lawmakers will amend the existing Law No. 850. At the same time, the relevant authorities will prepare a new comprehensive framework law.
The new European Regulation changes the regulatory model itself. It shifts the focus from declarations and standards to data, product traceability and the product life cycle. The Regulation introduces the Digital Product Passport (DPP) — an electronic document containing the technical characteristics of a product. Manufacturers will use digital declarations instead of paper-based technical documentation. The Regulation also takes into account the environmental performance of products and their life cycle (sustainability). The European Commission will be able to update requirements through delegated acts without adopting a new Regulation. Market surveillance authorities will receive broader powers to monitor product traceability and the accountability of economic operators.
Olena Shuliak said that the main challenge for Ukraine is not only to amend the law but also to build digital and institutional compatibility with the entire body of applicable European legislation governing construction products.
Earlier, Germany's ift Rosenheim institute warned about the challenges posed by the new Regulation for the European market. It described the CPR as a "bureaucratic monster" for window and door manufacturers.
