During a briefing, the head of the Kyiv Regional Military Administration, Ruslan Kravchenko, announced that 10 energy service contracts (ESCO) have already been signed for a total amount of 155 million UAH. Work is ongoing to involve communities in signing new ESCO contracts.
Six of these projects involve the thermal modernization of social infrastructure facilities, which will reduce heat energy consumption by an average of 60% annually. Four more projects involve the installation of solar power plants on infrastructure facilities in Yahotyn, Brovary, and Vyshhorod, providing an average annual electricity savings of 18%.
The ESCO mechanism implies that the energy service company conducts the energy modernization of buildings and receives funds from the savings on energy resources. This approach can also be used to improve the energy efficiency of residential buildings. The ESCO company implements energy efficiency measures, assumes all risks, and guarantees energy savings. If the specified savings are achieved, the homeowners association (HOA) makes all payments to the ESCO company.
It should be noted that the ESCO mechanism has been in effect in Ukraine since 2016. From then until April 2020, more than 550 ESCO contracts were signed for a total amount of about 1.26 billion UAH. However, in April 2020, following the enactment of the new edition of the Law of Ukraine "On Public Procurement," legal conflicts arose regarding the procurement of energy services. In 2021, the law "On Energy Efficiency" resolved these conflicts, allowing the resumption of energy service procurement.
