The President signed the Law of Ukraine from November 19, 2024, No. 4059IX "On the State Budget of Ukraine for 2025."
During the first reading of the budget, the Verkhovna Rada rejected the amendment by MP Olena Shuliak to allocate 10 billion hryvnias to the Fund for the Elimination of the Consequences of Armed Aggression. The Ministry of Reconstruction of Ukraine stated that 40 billion UAH is needed to continue the program.
Earlier, the Association of "Ukrainian Manufacturers of Transparent Structures" appealed to the Ministry of Finance and the head of the Budget Committee, Roksolana Pidlasa, requesting the provision of funding for the program.
In an official letter, the Ministry of Finance stated that the Ministry of Communities and Territories Development of Ukraine is allocated budget programs for housing restoration, which was damaged or destroyed, under the following codes:
- "Provision of compensation for the restoration of certain categories of real estate objects damaged due to hostilities, terrorist acts, sabotage caused by the armed aggression of the russian federation, using the electronic public service eVidnovlennia" in the amount of 1,000 million UAH;
- "Compensation for destroyed housing (HOME)" in the amount of 462.16 million UAH;
- "Compensation for destroyed housing" in the amount of 3,000 million UAH.
In 2023, the eVidnovlennia program budget amounted to more than 11 billion hryvnias: 4.4 billion UAH for the repair of damaged housing and 7 billion UAH for the restoration of destroyed housing. According to the report on the implementation of the budget program passport for 2023, 5.9 billion UAH was actually allocated.
In 2024, funding of 5.8 billion hryvnias was planned. However, according to the Ministry of Reconstruction, an additional 10 billion UAH is needed to cover the program's needs.
