VidnovyDIM programme reopens applications for condominiums from 15 July

The Energy Efficiency Fund has announced that from 15 July 2025, condominiums (OSBBs) from damaged apartment buildings may once again submit documents to participate in the VidnovyDIM programme. The initiative is designed to support multi-apartment buildings affected by the armed aggression of the Russian Federation. Applications were previously suspended in March due to lack of funding.

The programme restarts with updated conditions applicable to new applications:
  • The maximum amount per building has increased from UAH 8.8 million to UAH 10 million.
  • OSBBs may finance the installation of individual heating substations (IHS).
  • On façades with significant damage, old wooden windows or balcony units in flats (not balconies themselves) may be replaced even without visible signs of damage, provided they are not energy efficient.
  • The programme covers up to UAH 80,000 for engineering support.
  • New grant disbursement scheme: 60/40 instead of 70/30. The first tranche covers 60%; the remaining 40% is transferred by the Fund after the completion of works.
  • Completion certificates must undergo judicial examination.

The VidnovyDIM programme was launched by the Fund in November 2022 with EU support. With additional funding now provided by the European and Germany, project submission resumes on 15 July.
