The Cabinet of Ministers of Ukraine has approved a new Procedure for Practical Training of Vocational Education Students. The Government adopted Resolution No. 1071 ↗️(ua) on 31 August 2026. The document entered into force on 1 September 2026. The Ministry of Education and Science of Ukraine reported this on the Cabinet of Ministers’ website.
The new Procedure replaces the regulations introduced in 1999. It sets out how companies accept students from vocational colleges and lyceums for work placements.
The main change concerns remuneration. Previously, an educational institution could retain up to 50% of a trainee’s wages in its own account. Now, students receive the full amount for the work they perform directly.
If a trainee performs the work duties of an employee, the company concludes a student employment contract with them. This provides the student with an official employment and social insurance record.
The employer ensures safe working conditions. The company provides safety briefings, appoints a mentor and supplies personal protective equipment. A company may not involve a trainee in work that is not included in the placement programme. A trainee’s working hours may not exceed the applicable working day, taking the student’s age into account.
The new Procedure also includes requirements concerning the accessibility of work placements for people with disabilities, veterans and students with special educational needs.
An educational institution and a company may sign a cooperation agreement for a period of up to five years. Previously, such agreements were concluded for shorter periods, which made planning more difficult.
The educational institution sends the company a request to accept trainees. The employer responds within 30 calendar days. If there is no response or the company refuses, the educational institution organises the practical training itself, in its training workshops or laboratories. Permission is no longer required for this.
Educational institutions enter the results of practical training into AIKOM, the Automated Information System for Education Management. This is a nationwide record-keeping system.
The new rules apply to all sectors, including construction. The Confederation of Builders of Ukraine noted that the document provides a clearer division of responsibilities between the educational institution and the employer during work placements.
The industry has been discussing the training of window, door and façade installers for several years. On 15 April 2026 in Kyiv, the Ukrainian Manufacturers of Transparent Structures (UMTS), together with Kyiv Vocational College of Civil Construction, opened the first training and practical centre for installers — WindowED Academy.
