The Ukraine Public Buildings Energy Efficiency programme for small and medium-sized cities in Ukraine is being launched. The European Investment Bank (EIB) and the European Union Bank will finance the projects. The programme fund will amount to €100 million.
The Ministry for Communities, Territories and Infrastructure Development of Ukraine will select projects. These include kindergartens, schools, healthcare facilities, sports and cultural centres, administrative buildings, etc. According to the decision of the European Investment Bank, the Programme will also be open to projects to repair public buildings damaged by military operations, projects to build bomb shelters and adapt buildings to accommodate internally displaced persons.
The selected projects will receive grants of €5 million from the EU Neighbourhood Investment Platform (NIP) and €4 million from the multi-donor Eastern Europe Energy Efficiency and Environment Partnership (E5P).
The programme is primarily aimed at small and medium-sized communities that have not previously implemented large-scale international thermal modernisation projects. This includes the insulation of facades, roofs, basement floors, installation of energy-efficient windows and entrance doors, meters and energy control systems, modernisation of heating, ventilation and lighting systems, etc.
The selection process will run from 3 April to 3 June 2023 inclusive.
