The Ministry for Communities and Territories Development of Ukraine has announced that Ukraine and the Council of Europe Development Bank (CEB) have signed an agreement for an additional €100 million to support the state eVidnovlennia programme. The agreement was concluded during the Ukraine Recovery Conference (URC2025) held on 10–11 July in Rome.
The funds will be used to issue housing certificates to citizens who lost their homes as a result of Russian aggression. The certificate can be used to purchase a flat, a private house, or to finance the construction of new housing.
According to Oleksii Kuleba, Vice Prime Minister for Ukraine’s Recovery, the agreement will help provide new homes for about 3,000 more families: “More than 300,000 housing units have been destroyed or damaged as a result of Russian aggression. Thanks to this agreement, we will provide around 3,000 families with the opportunity to buy a home to replace the one they lost. I thank our partners from the CEB for their support of Ukraine.”
In addition to the loan, the CEB is also mobilising a €10 million grant from the European through the Neighbourhood Investment Platform. These resources will be used for technical assistance — in particular, to improve the performance of local commissions, digital systems, data analysis and training of staff implementing the programme on the ground.
This is the second tranche from the CEB. Previously, in 2024, the bank provided €100 million, which helped issue housing certificates to over 3,000 families. Since the programme’s launch, Ukrainians have submitted over 53,000 applications, and nearly 20,500 people have already received certificates.
While the war continues, the CEB remains committed to supporting Ukraine’s long-term recovery and social cohesion strategy. The Bank’s Governor Carlo Monticelli emphasised that their mission is to help families regain dignity through access to housing: “By financing access to housing, we help families rebuild their lives and lay the foundation for Ukraine’s long-term recovery and social cohesion.”
