Uzhgorod and energy efficiency
The climate of Uzhgorod is temperate-continental. It is characterized by hot summers and mild winters, as the city is closed by mountains from cold northern winds. Despite this, for the city, first of all, the degree of energy efficiency of the housing stock and social facilities is important. This is due to the revision of the cost of utility tariffs, as well as the fact that the Transcarpathian region is one of the energy-deficient regions of the country against the backdrop of low energy efficiency of buildings.
To improve the thermal insulation of houses, experts recommend a comprehensive thermal upgrade, which includes thermal insulation walls, roofs, basement, replacement of window blocks and doors, modernization of heating, ventilation and lighting systems. However, this is a significant investment. For example, according to the Energy Audit Report of the Uzhgorod Kindergarten No. 29, in 2016 the energy saving potential became 64.3% of the baseline consumption, but it required 5.29 million UAH of investment (including installation of the solar system). Therefore, modernization is often divided into stages, especially owners of private houses, for example, residents of the dacha massif Shakhta. The first step in terms of accessibility and the effect obtained is the replacement with warm windows.

In DBN В.2.6-31: 2016 "Thermal insulation of buildings" of the Transcarpathian region is referred to as II temperature zone, as well as southern areas. Previously, it was part of the first temperature zone, but in 2016 the division was revised. Compensation programs
In order to stimulate the population to buy translucent structures, to insulate and modernize a number of programs have been developed by the state and the local authorities.
- "Warm credits" - compensation of 35% of the loan amount for energy-efficient materials. Despite the fact that the window block, window sill, ebb, escarpment and materials for installation are indicated in the indicative list, the participants provide compensation only for the product.
- IQ energy - compensation up to 20% (from July 11, 2017 the compensation is 35%) of the loan amount after verification. The program specifies that compensation can be obtained not only by buying plastic windows, but also on related products and installation.
- Local loan interest repayment program - 15% of the city budget compensate. It was adopted for 2016-2017.
For OSMB and LCD:
- Compensation of 40% of loan amount under "Warm credits."
- Compensation of 40% in the local program "Warm House". Calculated for 2016-2017.
Also, the city authorities participate in the EU/UNDP project "Local Community-Based Development", in which OSMB or the initiative group of residents of the house participate in the competition . The approved objects are being repaired on the basis of co-financing of apartment owners, city authorities and project organizers. The competition is held annually.
The EU/UNDP project is interesting, first of all, to residents of the left bank (New Town) with a typical post-war development that has not been reconstructed comprehensively. After all, the commission evaluates the state of a multi-storey building, i.е. the future effect of the work.
