On 7 January 2025, Regulation (EU) 2024/3110↗️ came into force in the European Union, establishing uniform rules for placing construction products on the market. Most of its provisions will apply from 8 January 2026, with some taking effect from 8 January 2027.
It replaces the previous Regulation (EU) No 305/2011.
The new document focuses on sustainability, digitalisation, and enhanced oversight in the construction sector.
Manufacturers of construction materials are required to declare the environmental impact of their products throughout their entire life cycle. The assessment will cover climate change impact, resource depletion, and water consumption. The implementation of these declarations will be phased in from 8 January 2026.
One of the key innovations is the introduction of the digital product passport. It must be compatible with other digital passports, such as BIM, and include performance characteristics, technical documentation, unique identifiers, labelling requirements—including environmental characteristics—as well as information on the manufacturer, distributor, and importer.
The regulation also covers products manufactured using advanced technologies, including 3D printing, to ensure modern construction methods are addressed.
Experts note that while the regulation aligns with the EU's environmental goals, it presents challenges, particularly for small and medium-sized enterprises (SMEs). The increased data collection and reporting requirements could impose a significant administrative burden.
Regulation (EU) 2024/3110 is a significant step towards a more sustainable and transparent construction industry in the EU. However, its effective implementation will require consideration of SMEs' capabilities and support to help them adapt to the new requirements.
OKNA.ua reminds that the previous Regulation (EU) No 305/2011 was incorporated into Ukrainian legislation through the Law of Ukraine "On the provision of construction products on the market." For construction product manufacturers, the transition period lasts from 2023 to 2025, allowing time to prepare quality infrastructure and ensure compliance with standards, with full implementation planned for 2026.
