New law on vocational education launches new funding mechanism for dual training

The Ministry of Education and Science of Ukraine reported that on 10 September 2025 President Volodymyr Zelenskyy signed the Law on Vocational Education, adopted by the Verkhovna Rada on 21 August. The document introduces new rules for funding and managing vocational colleges, including the introduction of grants for dual education.

Vocational education institutions will operate as non-profit organisations and gain greater financial independence. They will be able to set their own staffing schedules and manage their income. This will make it possible to raise salaries for teachers and workshop instructors who train specialists.

Among the key changes is the launch of a grant mechanism for dual training. The state and local authorities will provide financial support to students who combine studies with work at enterprises. A “student employment contract” is also introduced to formalise cooperation between learners and employers.

The law provides for the creation of supervisory boards in vocational colleges. Employers will be included in these boards, enabling them to influence the content of curricula and participate in the selection of institution heads.

In addition, graduates’ diplomas will now be certified through independent qualification centres. This aims to boost trust in vocational education and help students find jobs more quickly.

To rebrand vocational education, outdated abbreviations such as “PT” and “VPU” are being removed, leaving only vocational colleges and training centres. Pupils will now be referred to as students, attendees or cadets.

It should be recalled that the Association Ukrainian Manufacturers of Transparent Structures (UMTS) has already launched a national project to train professionals for the transparent structures sector, which will become a logical addition to the new rules in the field of vocational education.
