MinRegion can reduce state regulation by 75%

The Interagency Working Group on Deregulation proposes that the MinRegion significantly reduce state regulation in construction. The recommendations were adopted at a meeting on 10 August 2023.

The MinRegion can cancel or optimise almost 75% of state regulation instruments in the construction sector.

The working group recommends cancelling the issuance of permits for the conversion and redevelopment of residential buildings and premises if the supporting structures and engineering systems are not interfered with.

It is possible to abolish regulation instruments of unauthorised constructions whose ownership has been recognised by a court. However, the legality and safety of such buildings should be guaranteed by checking the structures for compliance with building codes at the stage of court proceedings.

It is also proposed to optimise:
  • Project documentation for construction;
  • Declaration of readiness of the facility for operation;
  • Certificate of acceptance object of the completed construction;
  • Decision on assigning an address to the construction object, real estate object;
  • Extract from urban planning documentation;
  • Cadastral certificate from the urban planning cadastre, etc.

The Interagency Working Group was established in January 2023. One of its tasks is to coordinate the actions of government agencies to reduce and optimise the instruments of state regulation of business.
