Ukraine's needs for recovery and reconstruction increased to $486 billion over the year

As of 31 December 2023, the total cost of recovery and reconstruction in Ukraine is estimated to be US$486 billion over the next decade. The updated Rapid Damage and Needs Assessment (RDNA3) were prepared by the Government of Ukraine, the World Bank Group, the European Commission and the United Nations.

The largest recovery and reconstruction needs are estimated to be in the residential sector (17% of the total), followed by transport (15%), trade and industry (14%), agriculture (12%), energy (10%), social protection and livelihoods (9%), and explosive ordnance disposal (7%).
This means that $82.62 billion is needed to rebuild the housing sector. According to the report, more than 10% of the housing stock has been damaged or destroyed.

As of 31 December 2023, the total cost of damage to the housing sector is estimated at $55.9 billion. Losses increased by 11% compared to 24 February 2023. Geographical distribution of losses:
  • Donetsk region - 30%,
  • Kharkiv region - 27%,
  • Luhansk region - 12%,
  • Kyiv region - 8%,
  • Mykolaiv region - 4%,
  • Chernihiv region - 4%,
  • Kherson region - 4%,
  • Zaporizhzhia region - 3%,
  • Dnipropetrovsk region - 3%.
More than a quarter of the damaged units have been destroyed (547,010 units), 880,528 units have minor damage (up to 10%), and 679,382 units have medium damage (10-40%).

The Ukrainian authorities estimate that in 2024 alone, the country will need around USD 15 billion for urgent priority recovery and rehabilitation measures at both the national and local levels.

Priorities for investment in recovery and reconstruction for 2024 in the housing sector are estimated at USD 2.1 billion.

In line with the phased approach to housing recovery, the focus will be on quick light and medium repairs. In the short term, this is the fastest way to increase housing.

In one year, needs estimates increased from $411 billion to $486 billion.
