This means Ukrainian freight carriers will continue to transport goods to the EU without needing additional permits. The same applies to EU carriers entering Ukraine. This significantly simplifies logistics — a key benefit for window market players exporting windows, doors, profile systems, and other energy-efficient glass products to European countries.
Earlier, in April 2025, the European Commission had automatically extended the “transport visa-free” regime until the end of 2025. The current vote in the European Parliament has completed all formal procedures and confirmed EU-level political support.
“Our ambitious goal is to extend the Agreement to 2026. The Ministry, together with the European Commission, is already working on this. Such liberalisation is not only support for Ukraine but also an incentive for economic growth on both sides. The ‘transport visa-free’ regime supports export and import development and is crucial for business,” said Deputy Prime Minister for Ukraine’s Restoration, Oleksii Kuleba.
The continuation of the agreement enables:
- faster and unobstructed delivery of Ukrainian products to Europe;
- reduced logistics costs and increased competitiveness;
- stronger ties between Ukrainian exporters and European partners.
Currently, the Ministry for Communities and Territories Development, coordinated by Deputy Minister Serhii Derkach, is negotiating with the European Commission to further extend the Agreement into 2026. A joint working group has already been set up to monitor the Agreement, conduct analytics, and support carriers.
