The simplification of procurement should speed up the procurement of energy services in order to reduce energy consumption by budgetary institutions for the next heating season.
A section on the procurement of energy services has been added ↗️(ua) to the Resolution about approval of the peculiarities of public procurement. The new changes:
- The calculation of the baseline consumption level has been simplified.
- The obligation to approve the essential terms of the contract with the management body has been cancelled.
- A direct contract is provided if the project saves more than 50% energy savings and the contractor has relevant experience. However, the customer will provide the SAEE with information on project implementation every six months.
The ministry believes the changes will reduce energy service procurement by 3-5 months.
Also, VidnovyDIM has increased the amount of the grant to UAH 7.2 million.
