The law on public procurement will be amended to include a mandatory requirement to publish prices for construction materials. Draft law 11057 of 04.03.2024 (ua)↗️ was registered in the Verkhovna Rada and is being considered by the Committee on Economic Development.
According to the conclusions of the European Commission's Ukraine 2023 Report of 8 November 2023, Ukraine should increase the transparency and openness of public procurement.
According to the authors of the draft law, an analysis of procurements worth more than UAH 20 million showed that procuring entities disclose documents with the price of construction materials only in 21% of cases.
The draft law proposes to publish the estimate when concluding a contract for the procurement of services for routine maintenance and construction, in case of changes in material prices.
The document must contain the name of the materials, characteristics, unit of measurement, selling price, quantity, transportation costs and procurement and storage costs.
The changes will ensure compliance with the principle of openness of public information.
