Developers are to be obliged to build housing with shelters

The Kyiv City State Administration plans to initiate an appeal to the Verkhovna Rada to ensure that new buildings are designed only with shelters. As noted on the official Kyiv portal, developers can currently circumvent the rule requiring residential buildings to be equipped with shelters.

Following the adoption of the Law of Ukraine on Civil Protection (ua)↗️, Article 31 of the Law of Ukraine “On Regulation of City Planning Activity” (ua)↗️ contains provisions:
10. The construction project documentation must contain a section on civil protection engineering and technical measures, which may include the construction of civil protection or dual-purpose structures, as well as design solutions to address fire and industrial safety requirements, for
1) construction objects that are classified as objects with medium (CC2) and significant (CC3) consequences, where more than 50 individuals will be permanently present or more than 100 individuals will periodically be present;

These include residential buildings with more to four floors, cultural heritage sites, etc (ua)↗️.

According to the KCSA, there is also a provision “requiring that a shelter be included in the construction project or that it be possible to use a nearby shelter”. This “or” allows you to bypass the requirement of construction shelter.
Also, the SES and local governments are excluded from the process of commissioning buildings.

Also, Kyiv shelters will have equipped with intercoms for automated access.

Among the requirements that shelters must meet:
  • Ensuring accessibility for people with disabilities and other people with limited mobility. The Law of Ukraine “On Regulation of City Planning Activity”.
  • It should provide at least two entrances. DBN 2.2-5-97 “Buildings and structures. Protective structures of civil protection”.
  • It should equip entrances and exits with protective and airtight doors with shutters. DBN 2.2-5-97

According to design engineer Oleksa Muravlov, during the inspection of bomb shelters in Donetsk Oblast in 2014-2015, he did not come across any shelters built after 1958. Most likely, houses with bomb shelters stopped being built after 1958.
