Ukrainian and European carriers will continue to be able to carry out bilateral and transit transport to EU countries without permits.
"It is important that the Agreement is needed not only by Ukraine, but it also has a positive impact on the EU market. The numbers confirm this – for example, comparing last year with 2021, imports from the EU to Ukraine increased by more than 45%. The export of domestic goods by road managed to increase by 45%," commented Serhiy Derkach.
However, the agreement contains several key changes that affect all carriers in Ukraine and EU member states:
- Truck marking.
There must be a sticker of 5 cm on the windshield of the vehicle. Its design approved in the Agreement(pdf)↗️. - Drivers must have a transport license in paper form.
Ukrainian carriers only need to have an extract of the license for international freight transport in English with a QR code. It can be obtained in the carrier's personal account. - Documents for cargo for empty transport.
When leaving Ukraine with an empty vehicle, the driver must have documents confirming the return with cargo: a contract or an application signed by the carrier.
When returning to Ukraine with an empty vehicle, it is necessary to have documents confirming the transportation of cargo on the way out. - Availability of documents to confirm the type of transportation.
Throughout the entire trip, documents confirming the type of transportation must be on board in paper or electronic form: bills of lading, waybills, cargo customs declarations, etc.
The transition period will last until July 10, 2024.
