The main window manufacturers in the Ukrainian market have stated that they produce structures in accordance with the new DBN B.2.6-31:2021. This was stated by the leaders of the Ukrainian window industry during a round table discussion at the WINDO KYIV Conference IV.
In September 2022, DBN B.2.6-31:2021 "Thermal insulation and energy efficiency of buildings" (pdf - ua)️↗️ came into force. In the list of areas of application, the energy performance requirements do not apply to buildings that have been damaged in an emergency:
1.4 The provisions of these standards regarding the minimum requirements for the energy performance of buildings in terms of the indicators regulated in section 4 of these standards do not apply: to buildings specified in article 2 of the law; during construction works for the restoration of individual structures of buildings and structures in order to eliminate the consequences of emergencies (accidents) and to restore the functioning of facilities intended to ensure the vital activity of the population, without changing their geometric dimensions; during reconstruction, an overhaul of parts of the building (premises or their equipment).
This could be misinterpreted as permission to install any windows if not read section 4:
4.2 Criterion by which the energy performance of residential or public buildings as a whole or their separate parts (provided that they are autonomous) is to be the fulfilment of the condition:
EPuse ≤ EPp,
where EPuse is the annual calculated or actual value of the total specific energy consumption of the building for heating and cooling, calculated following 4.3.
And the requirements for windows and doors are given in section 5. This means that during reconstruction, windows and doors must meet the minimum allowable value of reduced thermal transmittance Rqmin.
Despite the possible confusion in the interpretation of the DBN regulations, the main Ukrainian window manufacturers have not reduced energy efficiency coefficients.
The head of Akord-S (TM Epsilon), Oleksandr Ryazanov, pointed out that his company is not involved in the reconstruction for commercial purposes and installs windows that comply with DBN B.2.6-31:2021. They understand that these windows will not be replaced for a very long time, if ever.
Viknar'off is involved in reconstruction on both a non-profit and commercial basis. And in all its projects it manufactures windows with energy efficiency norms by DBN.
The Steko factory complies with the requirements and draws the attention of its dealers to this fact. The company states the Uw of the manufactured window in the invoices.
The new version of DBN B.2.6-31:2021 has tightened by 17-20% the requirements for thermal insulation of windows, balconies, facades and exterior doors.
